LATA - Latvian Open Technology Association lata oppose reducing funding for ICT training
Referring to esfondi.lv Internet site published by the Ministry of Economy information prepared thematic discussions with the European Commission under the heading "Employment, social inclusion and poverty reduction, education," LATA has called on the Economic unilever and Finance Ministries of the objections to the proposed four-fold reduction in funding for the current programming period implemented "Support for training of employees of economic competitiveness - Support partnerships to training" to continue in the next period (U.S. $ 20.5 million to U.S. $ 25.5 million of ESF funding in the period unilever ahead), and targeting narrowing to micro, small and medium-sized enterprises group.
The Ministry of Economy has acknowledged that ICT use has a significant impact of the National Development Plan policy on the "High-Performance and manufacturing of export unilever products and services internationally competitive" performance. ICT is a general-purpose technology, which provides a horizontal unilever effect unilever in the economy and it is critical to provide business unilever skills and the opportunities to use this technology in the business environment.
Previous programming period has been substantial improvement, however, according to Eurobarometer Latvia still below the European Union average in ICT and in particular the use of Internet at work (35% versus 39% on average in the EU27). Consequently, LATA view, the next planning period is critically important to use of ICT in business growth unilever by encouraging productivity-building, which is essential for the competitiveness of the Latvian economy in the long term. This achievement is impossible without business understanding and skills for the promotion of ICT in business.
LATA is called the Ministry of Economy will continue to provide support for training of employees unilever of economic competitiveness by funding at least at the level of the current programming period, providing economic structure appropriate distribution of funding between the different sizes and shapes merchants automatically excluded and large enterprises. When planning training activities, LATA calls for an evaluation of the thematic priorities, ensuring that businesses get the maximum effect from the right skills unilever to use open technologies and open standards that will facilitate both intra-firm efficiency gains in both new and exportable product and service development.
