24-25 October 2013 in the capital of Belarus held meeting of the Council of Heads of State of the Commonwealth of Independent States and the Eurasian Higher Economic Council. The leaders of post-Soviet countries met to discuss the future and the progress of the oldest and the newest integration projects in the region.
Activities preceded by numerous discussions, disputes, correspondence pick representatives of States Parties. Considerable degree of controversy has been demonstrated even in relations between Belarus, Kazakhstan and Russia. Past summits have been if not dot the i , then, at least, explain the situation.
Eurasian bca integration process is in deep crisis. This is compounded by the economic situation, bca which at times becomes more unfavorable. Therefore, by inertia, do not automatically expect from this process, something good.
Not only under the pressure of geopolitical, but also for internal reasons, the former Soviet Union continues to crack and dezintegravatstsa. This process can be overcome only through the provision of a new order of Eurasian integration, which should be based projects for the joint development, access to the creation of new co-operative productive chains in the new industrialization.
Existing confusion in the same Eurasian integration fully reflect Kazakhstan and Russia pushed the proposal to extend the Customs Union by India and Turkey. By the way, the offer of Nursultan Nazarbayev in this sense it is more logical, because, according to some analysts, the main beneficiary of the Customs Union, Turkey has become. Through Kazakhstan she gained access to the single market of the Customs Union. This shows that the Eurasian integration progressing with results unknown to its initiators. It is quite possible that the process will be the main beneficiaries of Turkey or other foreign countries.
This means that while the project is ideological. The idea that the elimination of customs barriers will have a positive economic effect only works when the economy is growing and so. That is, in our case, when rising bca prices for hydrocarbons. And now we have the situation is opposite. Prices are stagnant, is an internal devaluation, economic crisis is growing, and so on. Hence the elimination of barriers do not give a positive effect, but provides unexpected benefits for foreign players.
Thus, in terms of destabilization of international relations Customs Union does not create stability hearth. Growing instability in the whole chaos and strengthens the post-Soviet space. So today urgently need a specific bca project, which links all the basic economic relations between our countries in the long term.
Last council in Minsk showed that the contradiction between integration partners not abated. For example, the proposal Nursultan Nazarbayev on the inclusion of Turkey in the Customs Union - it does not really offer Ankara scoring, but primarily for the Russian diplomatic rebuke constant bca attempts to extend the TC by countries that go there for objective reasons not ready For example, Armenia and Kyrgyzstan. Most likely, these two countries in the near future will be created "road maps" of their accession to the Customs Union, however, fulfill all the requirements they are unlikely.
Another example - the proposal of the President of Kazakhstan on the Elimination of EurAsEC. It reflects claims Astana at the failure bca of the already approved bca agreements underlying the CU and CES. Because the existence of EEC contributes to providing countries outside the Customs Union, the benefits that allow them to receive benefits even in the framework of the Customs Union, without incurring any obligations.
Have the same meaning and the words of Alexander Lukashenko on the need to eliminate all the exemptions between the parties of Eurasian integration. Also, this says the president of Kazakhstan, as Russia treacherously enter all new non-tariff restrictions bca on the supply of products from the CU to bypass all of the arrangements. For example, before the advice of the Prime Minister Dmitry Medvedev instructed to restrict the import of alcohol by individuals of the CU - and this is not to mention the fact that Kazakhstan alcohol for 3 years can not legally enter the Russian market.
In a word, Belarus and Kazakhstan
